The 2008 NCIS Guide to Scholarly Library Access
Many independent scholars are unaware that their own public libraries and local colleges and universities offer the services they need for their research. Many large city libraries, such as the New York Public Library, the Free Library of Philadelphia, the Chicago Public Library, and the Cincinnati and Hamilton County Public Library offer on-site and remote access to major scholarly databases (including JSTOR and Project MUSE) and interlibrary loan from college and university collections. Local colleges and universities almost always offer some kind of access for unaffiliated scholars, be it a free courtesy card or a fee-based card. This list is but a small sampling of college and university libraries and their policies regarding access for independent scholars. Access usually includes a limited borrowing period for books, as well as access to journals and electronic databases subscribed to by the institution.
The most important thing in your quest for access to information is to always ask: ask your local public library, ask your main library, ask your local college or university. Librarians are in the business of spreading information and will be happy to help you. Some librarians are even able to offer waivers on restricted databases for legitimate independent scholars. Gaining access can be easy: just ask.
This list is intended to provide basic information on borrowing policies for non-affiliated scholars at colleges and universities within the United States. Information is correct at the time of publication (July 2008). NCIS provides this information as a service only and cannot be held liable for changes or differences in policies. Following the allotted number of visits (7), visitors may choose to purchase further access privileges. Access privileges may be purchased for one day, one month, three months, or for one year. Purchased access cards permit on-site use only of library materials. Borrowing privileges may be purchased for either three-month or twelve-month periods and allow the cardholder to charge materials from most of the Stanford University Libraries, subject to the borrowing regulations of the library holding unit. Payments may be made either by cash or check only. Credit cards or debit cards cannot be accepted. Visitors who wish to purchase a library card should apply in person at the Privileges Desk, Cecil H. You must also present a picture ID if the items used for address verification do not include a photo. Your card will be mailed to you, and will be valid for one year. Community borrowers may check out up to 20 items at one time. Items may be renewed twice. Community borrowers may not check out or renew items if they have any unpaid library fines. Residents of the State of Connecticut who are at least 18 years old who are not affiliated with ECSU may fill out an application for an ECSU Community Borrower Card at the Circulation Desk. Smith Library issues Community Borrowers Cards at no charge to persons who want to borrow books and other materials on a regular basis. The card will expire every 12 months at which time Library staff will re-verify the cardholder’s mailing address and phone number and collect any outstanding fines. Once that is done, the card will be renewed for another 12 months. As part of the application process, Smith Library staff will verify the applicant’s identity, age and permanent address. A Connecticut driver’s license or state identification card are the best means to verify this information, although the Access Services librarian may accept alternate forms of proof, such as a passport for identity or a current utility bill for permanent address. Library cards from other libraries, credit cards, and store shopping cards are not sufficient proof of identity and address to get a Community Borrower’s Card.

A gift of $175 entitles the donor to reading privileges for one academic year which runs from September 1st through August 31st. Privileges include on-site access to the Library’s rich resources, including its special collections and electronic databases from 7am to midnight, seven days a week. The Community Boards encompass the area between Canal Street and 14th Street, from the Hudson River to the East River.
